The Eurasian Economic Commission released the final disclosure of sunset review on anti-dumping of seamless corrosion-resistant stainless steel pipes in China.-Zhejiang Benji Stainless Steel Co., Ltd

On April 17th, 2025, the Department of Internal Market Protection of Eurasian Economic Commission released the final disclosure of the first sunset review on the anti-dumping case of seamless steel pipe originating in China (see AnnouncementNo. 2025/434/AD27R1), ruling that if the current anti-dumping duty is abolished, the dumping of the products involved and the industrial damage caused by the dumping will continue or recur. Therefore, it is suggested to continue to levy the anti-dumping duty of 15.50% on the products involved. The products involved are seamless corrosion-resistant stainless steel pipes with an external diameter of no more than 650 mm (inclusive) and a circular cross section. The EURASEC tariff codes of the products involved are 7304491000, 7304499301, 7304499309, 7304499501, 7304499509 and 7304499900.

Stakeholders shall submit comments on the case before May 5, 2025 (inclusive).
On September 4, 2018, Eurasian Economic Union launched an anti-dumping investigation on seamless steel pipes originating in China. On September 17, 2019, the Eurasian Economic Commission made a positive final ruling on the case and proposed to impose an anti-dumping duty of 15.50% on the products involved. According to the Resolution No.218 of the Eurasian Economic Commission, the Eurasian Economic Union imposed a 15.50% anti-dumping duty on China seamless steel pipes from February 1, 2020, with a validity period of five years until January 31, 2025. On September 25, 2024, the Eurasian Economic Commission launched the first sunset review investigation on the case. On 20 December 2024, the Eurasian Economic Commission extended the validity of the current anti-dumping duty of 15.50% to 24 September 2025 (see resolution No.145 of 17 December 2024).
